First remove the wheel well liner, take a large block of foam and wedge it inside the bumper facia between the headlamp assembly and fog light assembly (using hot melt to glue it to the back side of the facia). This pushes the facia up against the bottom of the headlamp assembly forever. WebEverything is separately fused and monitored (in modern cars). Repairing or replacing the headlight unit will almost definitely resolve the issues. All cars have these gaps. Some are more egregious than others for 'panel gap'. My old BMW Z3 looked like the rear bumper was hanging off for a good few years, until I modified the mounting points!
